DO YOU UNDERSTAND HOW THE BUDGET PROCESS IN KENYA WORKS AT YOUR COUNTY AND NATIONAL GOVERNMENT?

As youth, it is essential for us to understand the budget process in Kenya and dates set for addressing budget concerns at the counties. George Githinji of Ugatuzi Kenya has published information regarding the budget process after compiling data from the Public Finance Management Act. Additional information was obtained from the International Budget Partnership and Transparency international.

George Githinji the founder of Ugatuzi Kenya which is a citizen driven entity that monitors devolution in Kenya through social media. He is also a political science student at Moi University.

August 30th : Marks the beginning of the budget process.

September 1st :County Planning Departments table the Annual Development Plans (ADPs) in their respective Assemblies.

September 1st to February 15th : The National Treasury and the County Treasuries conduct sector hearings where they involve the public and other stakeholders in the preparation of the National Budget Policy Statement and the County Fiscal Strategy Paper respectively.

September 30th : The National Treasury and the County Treasuries should produce their respective Budget Review and Outlook Papers by this date.

October 21st : the National Budget Review and Outlook Paper should be tabled at the National Assembly for discussion. Consequently, the County Budget review and Outlook Paper should be tabled at the County Assemblies.

Devolution in Kenya: The Establishment of County Budget and Economic Forums

It is essential as youth representing various counties to be empowered with knowledge on establishment of County Budget and Economic Forums in Counties.Find below a research carried out by International Budget that will highlight what is happening at some counties.

Kenya’s 2010 constitution, and subsequent Public Finance Management Act, introduced a new structure of government that puts citizen participation at the core. County Budget and Economic Forums (CBEFs) have emerged as a key institution intended to facilitate public engagement in budgets and economic development at the county level.

Despite being a legal requirement, not all counties have established a CBEF. Those that have are still grappling with the structure, functions, and how to support the forum, as well as their relationship with the county governments and County Assemblies. This paper presents the findings of research conducted in four counties that are among those that have established a CBEF: Kericho, Kisumu, Kwale and Taita Taveta.

It aims to gather emerging lessons, document challenges that the CBEFs and the county governments in the four areas have encountered, and capture how these challenges have been managed. It also provides a set of recommendations for improving their operations that is relevant for all Kenyan counties.

INVITATION TO ATTEND A YOUTH SYMPOSIUM ORGANISED BY THE NATIONAL GOVERNMENT, MAKUENI COUNTY GOVERNMENT &VOLUNTEER INVOLVING ORGANIZATION’S SOCIETY ON VOLUNTEERISM AND SUSTAINABLE DEVELOPMENT GOALS

The Symposium
The Symposium and International Volunteer Day (IVD) celebrations are being organized by  the National Government, Makueni County Government and Volunteer Involving Organization’s Society (VIO society).

Problem the Symposium aims to address
The perception around volunteer work among youth in Kenya is quite discouraging as witnessed by the increasing number of young people who actively seek paying opportunities while dismissing volunteer work as a waste of time, or as a stepping stone towards gaining ‘real’ employment. Most young people also fail to understand the role volunteerism plays in national development, and indeed its significant contribution to the realization of the recently adopted sustainable development goals.

Venue of the  Nairobi County Symposium:
-Strathmore University Auditorium Nairobi County on the 4th of December 2015.Student Consortium for Human Rights Advocacy (SCOHRA) will be spearheading this project.

Venue of the Makueni County Symposium
-Wote Town in Makueni County on the 5th of December 2015.Makueni County Government is spearheading the International Volunteer Day Celebrations on the 5th of December.

Event Goal: To develop a joint campaign for mobilizing widespread national voluntary social action campaign on the new Sustainable Development Goals through leveraging social media.

Event Objectives:
To provide a platform for inspiring volunteer actions for community change ,connect various volunteers with a support network and rewarding outstanding volunteer actions. The event shall consist of presentations, panel discussions and exhibitions.

Student Consortium for Human Rights Advocacy (SCOHRA) and United Nation (UN) Volunteers are members of the Volunteer Involving Organization.

Student Consortium for Human Rights Advocacy (SCOHRA) is a youth organization passionate about positively transforming the society. SCOHRA was founded in 2009 by a group of university students interested in non-violent forms of social advocacy.

Vision: To seek a world free from prejudice steered by young people who uphold social justice, equality and dignity for all.

Mission: To inspire human rights consciousness among the youth through willing and active participation in human rights advocacy; and to grow a vibrant human rights culture
towards effecting progressive and positive social, cultural and economic change.

Aim of SCOHRA: To mobilise young people to actively and willingly
participate and contribute to sustainable development through human rights education and youth advocacy. It targets the participation of students in universities and high schools.

Change Theory: SCOHRA’s change theory is grounded on the belief that human rights education fosters transformational learning which liberates young people from yielding to the powers of poverty, oppression and injustice. Social change and development is therefore an outcome of both individual and collective youth action inspired by an assertion of rights, needs and priorities.

SCOHRA works closely with Amnesty International Kenya and Volunteer Involving Organization’s Society.

CALL FOR APPLICATIONS FROM DAWN TRAINING INSTITUTE

Development Alternatives with Women for a New Era (DAWN ) is excited to announce the forthcoming 5th DAWN Training Institute (DTI) for young feminists working for gender, economic, political and ecological justice. The DTI is meant for young women from the South.

The training programme draws on DAWN’s feminist analysis which interlinks issues under the themes of Political Economy of Globalisation (PEG), Political Ecology and Sustainability (PEAS), Sexual and Reproductive Health and Rights (SRHR), and Political Restructuring and Social Transformation (PRST). Its contents also reflect the network’s considerable experience in UN conference processes and other sites of engagement and struggle, including the global civil society movement against neoliberal economic globalisation, as well as regional, sub-regional and national processes.

THE 5TH DAWN Training Institute is planned to be held in Havana, Cuba from 21 Nov to 7 Dec 2016.

Duration
The training Institute will be held over a period of three weeks. Participants should be prepared for an intensive training programme, involving prior and regular reading during the programme, journal writing, and participation in exercises.

Objectives
• to build the capacity of young feminist activists from Southern countries, especially in understanding linkages between different issues and advocacy agendas, particularly those concerned with gender justice in its multiple and inter-linked dimensions – economic, political, ecological, social and personal.
• to strengthen feminist advocacy work at global and regional level; and to deepen analysis in some complex areas.
• to prepare young feminists for the challenges entailed in working for gender justice in the present global geopolitical and economic context, with a particular focus on the implementation of the “2030 Agenda for Sustainable Development”.

Participants
• Only applications from the economic South will be considered.
• This training programme is intended for young women, including young trans-women. Preference will be given to those who are/will be working with civil society organizations and social movements promoting gender justice.
• The applicant’s activist, professional, work experience, as well as future plans will be considered during selection.
• Applicants must be able to communicate in written and spoken English.
• Regional representation will be taken into account.
• Applicants must be between the ages of 25 to 35 years.

Deadline
Applications must be received by DAWN by December 1, 2015.

Notification
Only successful applicants will be notified. If you have been selected as part of the first selection list, you will hear from them by April 10, 2016.

Language
The language of instruction and discussion will be English.

Insurance
Participants are responsible for their own luggage, accident and medical insurance as the organisers will not be responsible for  such costs. Participants will be expected to have adequate health insurance coverage and, if selected, provide a copy of the insurance certificate.

Hand in Hand Eastern Africa Branches in Kenya : Thika, Kasarani, Bomet, Busia ,Emali, Eldama Ravine, Kitengela, Gatundu, Machakos, Kiambu, Limuru, Oloitoktok, Tala, Nakuru, Homa Bay,Nyahururu, Kabarnet, Kawangware and Embu.

Their main intervention is entrepreneurship training through self-help groups with the ultimate goal being creating capacity in such communities to be able to identify business potential within the group members’ environment and which they can translate into jobs or self-employment.
HiH EA is currently working with over 130,000 members spread across her areas of operations.

The Peace & Prosperity through Job creation Project
The project seeks to prevent young people from ending up in destructive settings & practices by giving them hope and concrete means to build sustainable income by unlocking the door to the job market for the youths and raising the status of entrepreneurship through; mentorship and entrepreneurship training, inspiring the youths who are still in school to work hard and strive for a better life and partner with schools to drive an advocacy programme- “Putting Youth Employment on the Agenda” with the aim of integrating entrepreneurship and vocational training in the schools’ curriculum.

The project is funded by the Swedish Postcode Lottery while Hand in Hand Eastern Africa (HiH EA) is the implementing organization supported by Hand in Hand Sweden.

Target groups
Youth aged 12-25 years in primary & secondary schools, colleges, universities, youth polytechnics, out of school youths, school leavers, in churches, mosques, streets and other places/institutions where youths are. The youths will be guided to form Youth Clubs where HiH EA trainers will interact with them. The project targets 7,000 youths by the end of the 3 years.

Do you want to get involved :If you are a  youth and you have formed a self help group,visit the nearest branch so as to be incorporated into the project.

Project Period
The project will run for 3 years-October 2015 to September 2018.

Innovative Business Contests (Hand in Hand Youth Award)
HiH EA will organize an annual Hand in Hand Youth Award National contest where the youths under the project will showcase innovative businesses. The winners will be sponsored to showcase their business ideas at the annual fair of “Ung Foretagsamhet” in Stockholm, Sweden. Priority will be given to innovations in IT & mobile technology- this does not however exclude innovative business ideas in other areas/fields.

Partners/collaborators
HiH EA will work with a host of stakeholders and collaborators involved in youth empowerment- government agencies, schools, colleges, universities, other non-governmental organizations, companies and programmes that focus on the youth.

Women’s Entrepreneurial Centers of Resources, Education, Access, and Training for Economic Empowerment (WECREATE) is a public-private partnership between the U.S. Department of State Bureau of Economic and Business Affairs (EB) and StartUp Cup to establish physical entrepreneurial community centers in safe and centralized locations for women to gain access to the essential resources required for starting or growing businesses.

The WECREATE | KENYA center is one of the three centers announced by President Obama during GES held Nairobi in July 2015. It’s the second of its kind in Africa will provide women with tailored, experiential based education and resources devised to deal with their specific needs to start, scale and grow a business.

Youths need to know what they want,organise themselves at the ward level&draw energy from each other.If a ward has 75 youth groups,it is impossible for the area Member of County Assembly to meet all of them within a month.Therefore youths at the county level should form one group that has representatives from the various youth groups , delegate duties  with regard to planning,sourcing for funds and raising their visibility in the county.By doing that,the county government will see you as one entity that is powerful and address your concerns- Speech from Kevin Osido who was a panelist at the just concluded Public Participation Forum organised by Fortitude Kenya

CHILD SAFETY FAIR TO BE HELD IN NAIROBI COUNTY

Simba-Safe Kenya runs a Personal Safety Education Programme (PSE) for children and the founder is Maryana Munyendo.The Simba-Safe Program seeks to empower kids with information regarding how to tackle real life situations that may face them such as what to do when they get lost, safety skills necessary to protect themselves from physical or sexual abuse and how to tell a trusted adult about any problems they may have.

Approach:
The Simba-Safe Program approaches the subject of prevention in a very gentle and non-frightening way using hands-on discovery learning that is FUN, EDUCATIONAL & ENTERTAINING for children through free spontaneous play. Through various ways they stimulate children so that they can transition from being taught or entertained (passive) to learning through play (active).
Simba-Safe’s training programs are also tailored to the age appropriate cognitive and learning abilities of children. It is important that children enjoy and look forward to the lessons. If children know that there is something they can do to keep safe, they will feel safer and more confident.

Stephanie Muya is the Founder of Fortitude Kenya a youth led organization operating in Kenya and East Africa to uphold equality and advocate for the rights of the youth. Aim of the Forum
-The forum seeks to evaluate the level of youth involvement in public participation forums at the county level and encourage them to participate fully in the governance process. As a result the youth will be able to present their agenda and exercise their duly accorded right and to ultimately advocate for a leadership that is fully aware of civil liberties, political processes, good governance and best practices for generation of favorable political patronage after 2017 general elections.

POLITICAL LEADERSHIP AND GOVERNANCE PROGRAMME OFFERED BY FRIEDRICH EBERT STIFTUNG: TOWARDS TRANSFORMATIONAL LEADERSHIP IN KENYA

The German Government through the Friedrich Ebert Stiftung (FES) offers capacity building to young leaders who participate in the Political Leadership and Governance Programme.The Political Leadership and Governance Programme (PLGP) emanates from the FES’ renowned Political Leadership Development Programme (PLDP) which has provided visionary leaders in Kenya’s national and county assemblies and in academia, policy and other organizations.

The PLDP was designed as a special intervention to create a new political leadership culture in Kenya and this it has done with significant success. Some of the notable persons who have gone through this programme are Senator Kipchumba Murkomen, Senator Martha Wangari ,Nairobi Women Representative Rachael Shebesh ,Honorable Pamela Owen Kisumu County Assembly Minority Leader, Bernadette Muyomi Busia County Cabinet Minister in charge of ICT and Public Service, Titus Kaloki who was recently elected by the President as a board Member of the Tana Athi Water Services Board, Teddy Mwambire Deputy Speaker Kilifi County ,Ann Njogu ,Kepta Ombati among others.

Like its predecessor, the Political Leadership and Governance Programme (PLGP) seeks to nurture and promote value-driven leadership for good governance in a democratic society. The focus is not only on political parties but also civil society organizations and special interest groups. The program aims to assist in the strengthening and professionalization of these organizations through building the capacity of talented young women and men from diverse backgrounds to provide leadership with a difference.

The training also offers participants the chance to create and strengthen youth leadership and mentorship network through linkages at both national and county levels. This goes a long way to facilitate a paradigm shift in Kenyan leadership culture to one that is issues and development based and driven by values.This programme endeavors to build the capacity of young people to take up leadership opportunities for representation within elective, appointive and decision making structures.

The Participants of the Political Leadership and Governance Programme (PLGP 2015) graduated on the 7th of November 2015 after undergoing a six month rigorous training. The programme ended with the participants walking on fire which literally means that if you focus on your goal you can achieve despite the challenges you will go through.
To participate in the programme it is essential for you to initiate projects in your respective counties and have the desire to engage in the political arena. More than 700 applicants applied but only 19 were selected. The founder of this blog “Youth County Projects Kenya” was also a beneficiary of this year’s Political Leadership and Governance Programme.

Last but not least, Special thanks goes to Dr Heinz Bongartz FES-Kenya Resident Representative, Maria Okong’o PLGP Coordinator, Caleb Khisa Program Manager facilitated the success of this year’s Programme and Honourable Isaac Mwaura,Member of the National Assembly who graced the graduation ceremony.

DEAL Foundation that support orphans and widows in Homabay County,Nairobi County and Kisumu County.

Dan Ephent and his wife Lavent are the founders of DEAL Foundation which is a non profit making, non political organization that focuses on serving widows, orphaned and vulnerable children living in the slums and rural areas .The foundation was established in the year 2014 and currently serves 638 widows and 70 orphans.DEAL Foundation works hand in hand with like minded organizations locally and internationally to provide micro finance and scholarship.

Areas of Operation: Kisumu County,Nairobi County and Homabay County.

Foundation’s Mandate: To provide widows with some capital to enable them start small scale businesses for self sustainability. It also sponsors total orphans but bright to achieve their academic excellence through our scholarship program. The foundation provide its services to widows, orphaned and vulnerable children living in the slums and rural areas.It costs USD 50 to sponsor an orphan into the program.

The DEAL Foundation was basically established to provide ways of survival to the neglected/abandoned widows and orphans in various communities. The foundation, through sponsors has been able to provide grants to the widows especially to those  living in the slum of mathare to enable them start businesses for self sustainability as they strive to ensure that their children get basic needs.

Impact of DEAL Foundation Programme:
So far 2 houses have been constructed for two widows.
-13 widows were awarded with blankets.
-Four widows living in the slums have been paid for rent for a period of one year.
-Deal Foundation currently sponsors 15 orphans.Eight orphans have been sponsored to pursue their primary education while seven orphans have been sponsored to pursue secondary education.
-Girls are given sanitary pads.

WORLD PROGRAMME ACTION FOR YOUTH

As youth we do require to satisfy our basic needs namely food, shelter and clothing. But as youth we also need to feed our mind with knowledge on what is happening around us regarding policy issues that affect us.

HABA NA HABA CHARITY TOUR GOES DOWN TO SAMBURU COUNTY

Andrew Musyoka Mule is the Founder of Haba na Haba initiative which supports the needy in the society. It is a Non-Governmental Organization that started its initiatives in the year 2008 in Nairobi County and has now spread its charitable wings to other counties namely Machakos,Kajiado, Uasin Gishu and Muranga.It is now planning a charity tour which will be held in Samburu County.

Samburu Charity Tour Date: 14th and 15th of November 2015

Aim of Samburu Charity Tour: They will be visiting Manyattas / villages as they share and distribute Sanitary Towels, Solid food and Bibles. Through the visit, participants will be enlightened on the extent of Female Genital Mutilation in the area as well as early marriage. By engaging the community, they will come up with solutions for ending it. The participants will also share the word of God with them.

Emerging Leaders Conference 2015 to be held in Nairobi County

The World Youth Alliance- (WYA) Africa regional office will host the 6th Annual Africa Emerging leaders Conference – AELC in Partnership with the Strathmore Law School in Nairobi Kenya. The Emerging Leaders Conference – ELC is an annual event of World Youth Alliance that brings together young people, members and youth leaders to interact with leaders and policy makers on current global issues. 200 youth from different African countries will be in attendance

Brief on World Youth Alliance: The World Youth Alliance is a global coalition of young people committed to promoting the dignity of the person and building solidarity among youth from developed and developing nations. WYA trains young people to work at the regional and international level to influence policy and culture.

Objective of the Conference:

-to educate and empower the participants on their role in shaping the continent. The conference will engage the youth and delegates in attendance to learn and gain skills and knowledge necessary to shape our continent’s future.
-The conference will also ensure that participants are assigned to mentors who they will interact with on scheduled dates and times per month over Skype or email in order to gain guidance, support and encouragement in their particular fields of expertise.
